Assam’s Floods Are Not a Natural Disaster. They Are a Predictable One.

Every monsoon season, the Brahmaputra River rises and Assam floods. Residents know this. Officials know this. Nearly 40 percent of the state is formally classified as flood-prone by India’s National Flood Commission. And yet the floods of July 2025 have been described by state minister Pijush Hazarika as the worst in six decades, a claim that demands more than a sympathetic headline. It demands an explanation for why a recurring, well-documented hazard keeps getting worse.

At least 68 people have died over four weeks, with 58 of those deaths occurring in a single week. Around 40 people remain missing. More than 600,000 have been affected, with tens of thousands displaced into relief camps across the state’s worst-hit districts, including Sivasagar, Charaideo, and Jorhat in Upper Assam. On 21 July alone, 21 people died within 24 hours, most swept away or drowned, with others killed in landslides and house collapses triggered by saturated ground.

Why This Year Broke the Pattern

The immediate trigger was exceptional rainfall. Assam Chief Minister Himanta Biswa Sarma said districts in neighbouring Nagaland and Assam recorded rainfall between 435 percent and 490 percent above normal from mid-July, causing rivers to rise at a speed that outpaced any reasonable emergency response. Upper Assam bore the worst of it because that is where tributaries descending from the surrounding hills converge into the Brahmaputra, amplifying the surge before it spreads across the flat plains below.

The Brahmaputra is one of the world’s largest rivers by volume, fed by more than 50 tributaries and originating in the Himalayas. As it crosses Assam’s plains, it deposits enormous quantities of sand and silt, progressively reducing the river’s own carrying capacity over time. Each year of sedimentation raises the riverbed slightly, meaning the same volume of water produces higher flood levels than it would have a generation ago. This is a structural problem, not a weather anomaly.

Experts point to three compounding factors that have made each successive flood season more dangerous. Upstream deforestation removes the vegetation that slows rainfall absorption and reduces runoff into tributaries. Ageing embankments, many built decades ago and inadequately maintained, fail under pressure at the moments they are needed most. And heavier rainfall driven by climate change means that the baseline “normal” monsoon is itself shifting upward, making the statistical definition of an extreme event a moving target.

The Human Cost Behind the Numbers

Statistics about displacement rarely capture what is actually lost. Saline Patro, an 18-year-old from Seleng Sumoni Pathar village in Jorhat district, told BBC Hindi that she helped her elderly parents and younger brother to higher ground on 19 July before returning to retrieve belongings. By the time she fought back through the water, the house was gone. “We had a television, a cupboard and a sofa. Nothing was left. We couldn’t even save a glass to drink water from,” she said from a relief camp. Her parents are daily wage workers. “My parents spent years building that house. I don’t know what we will do now. It will take us years to build another one.”

In Sivasagar district, Rekhamoni Gogoi and her seven-year-old son spent 12 hours in a mango tree after floodwaters engulfed their village on the night of 19 July. She told local media the water reached chest level within an hour. After fleeing a neighbour’s house as the water continued to rise, she and her son climbed a large mango tree at around 20:00 local time, assisted by other women in the village. They spent the night in darkness without food or water. Her son, she said, suggested they could survive by eating the leaves. They were rescued the following morning and are now in a relief camp waiting for the waters to recede.

Response and the Harder Question of Resilience

Chief Secretary Ravi Kotta said officials have been deployed to the worst-hit districts to accelerate relief distribution and restore essential services. Chief Minister Sarma said the government’s focus is now shifting toward rehabilitation, with ministers coordinating recovery efforts across the state. These are the standard instruments of disaster response, and they matter in the immediate term.

But the harder question is whether Assam’s flood management infrastructure is being rebuilt to match a changed climate or simply patched to handle the floods of the past. Embankments designed for historical rainfall patterns offer diminishing protection when rainfall is running 400 to 500 percent above those historical norms. Deforestation policy in the broader northeastern region, including Nagaland, directly affects how much water enters Assam’s river system. These are interstate and national policy questions, not problems any district official can solve from a relief camp.

For the rest of the world, including Southeast Asia, Assam’s floods are a preview of what happens when climate-driven rainfall intensification collides with infrastructure and governance that has not kept pace. The Mekong basin, the Irrawaddy delta, and parts of peninsular Malaysia face analogous combinations of river sedimentation, ageing flood defences, and upstream land-use changes. The scale of suffering in Assam this July is not simply a story about one Indian state’s misfortune. It is a case study in what it costs to treat a predictable disaster as though it were an act of God.
