When a government that once treated crypto mining as a strategic national asset starts banning it in its own capital, something fundamental has shifted. Russia’s decision to prohibit cryptocurrency mining in Moscow is not a minor regulatory tweak. It is a signal that the country’s power infrastructure is buckling under the weight of its own digital ambitions.

Prime Minister Mikhail Mishustin signed Resolution No. 936 on July 25, 2026, extending Russia’s existing mining restrictions to cover Moscow, the Moscow Region, and several districts in the Kursk Region. The ban takes effect on August 15, 2026, and runs through December 31, 2032, giving it a six-year horizon that suggests this is a structural policy response rather than a temporary emergency measure.

A Grid Under Pressure From Its Own Data Centres

The rationale is straightforward, even if the scale is striking. According to Russia’s Moscow Region Energy Ministry, as reported by TASS, Moscow and the surrounding region are home to 65 data centres connected to the power grid, drawing a combined capacity of 734 megawatts. Of those, 19 data centres sit within the Moscow Region alone, accounting for 233 MW of that load. The ministry concluded that a mining ban was necessary because of the accelerating growth in electricity demand across the capital zone.

To put that in perspective, 734 MW is roughly the output of a mid-sized coal power plant running at full capacity, dedicated almost entirely to computing infrastructure in a single metropolitan area. When crypto mining operations compete with residential and commercial users for that same supply, grid managers face difficult choices about rationing and reliability.

The updated resolution amends an earlier mining restriction order issued in December 2024, meaning Russia has been building this framework for well over a year. The Kursk Region additions are particularly notable given that parts of Kursk have faced acute infrastructure stress linked to the ongoing conflict in Ukraine, adding a geopolitical dimension to what is framed primarily as an energy management decision.

Moscow Is Not Alone: A Pattern of Regional Bans

Resolution No. 936 is the latest layer in a widening patchwork of Russian mining restrictions. Earlier bans were imposed on parts of Buryatia and the Zabaykalsky Krai in Russia’s Far East, where a prohibition runs from April 1, 2026, through March 15, 2031. The Kursk additions under the new resolution cover eight municipal districts and the city of Lgov specifically.

The geographic spread matters. These are not all energy-poor or underdeveloped regions. Moscow is Russia’s economic and financial centre, and the Moscow Region is among the country’s most industrially dense areas. Banning mining there is categorically different from restricting it in remote Siberian territories where grid capacity was always limited. It reflects a judgment that even in Russia’s most developed infrastructure corridors, crypto mining has become a net liability for grid stability.

Russia had previously positioned itself as a natural home for crypto mining, pointing to its cold climate, which reduces cooling costs, and its historically cheap electricity. That pitch is now colliding with the reality that cheap electricity is only an advantage if there is enough of it to go around. When industrial-scale mining competes directly with the data centre ecosystem that Russian businesses and government services depend on, the calculus changes.

What This Means Beyond Russia’s Borders

For the global crypto mining industry, Russia’s expanding ban carries real weight. Russia has been one of the world’s largest Bitcoin mining jurisdictions by hash rate contribution, and sustained restrictions in major population and industrial centres will gradually push that activity elsewhere or force operators to shut down. Where that capacity migrates matters for the broader network’s geographic distribution.

For investors and operators in Southeast Asia, including those in Malaysia and Singapore who have watched crypto mining emerge as a potential business opportunity, Russia’s experience offers a cautionary lesson about the relationship between mining scale and grid resilience. Malaysia has its own history with illegal mining operations straining Tenaga Nasional’s distribution network, and regulators have periodically cracked down on power theft linked to crypto farms. Russia’s formal, long-duration bans represent a more institutionalised version of the same underlying tension.

The broader significance is this: as crypto mining industrialises and concentrates in major urban and semi-urban grids, the conflict with existing electricity consumers becomes a policy problem that governments cannot ignore indefinitely. Russia’s decision to extend restrictions to its capital through 2032 suggests that even states with a strong interest in maintaining a domestic mining sector will eventually prioritise grid stability over hash rate. That precedent will not be lost on energy ministries elsewhere.
